# ToolRate System Overview

## What is ToolRate?

ToolRate is a **crowdsourced reliability layer** for autonomous AI agents — a real-time reliability oracle that lets agents evaluate how trustworthy an external tool or API is *before* calling it.

It solves one of the most critical practical problems in agent development: most failures are not caused by the LLM itself, but by unpredictable behavior of external tools and APIs — rate limits, schema drift, authentication issues, anti-bot protections, and edge cases.

## How ToolRate Works

The system is intentionally simple and lightweight:

**1. Pre-call check**

Before calling any external tool or API, the agent queries ToolRate:

ToolRate immediately returns a JSON payload containing:
